The Federal Aviation Administration (FAA) had unilaterally created new aircraft corridors that concentrate flights over the exact same routes as they approach and depart Reagan Washington National Airport (DCA) for 24 hours a day, 365 days a year. Over the course of 4 quarters in 2015, departures that were previously dispersed over a wide area were newly concentrated into narrow flight rails that now bombard the same homes and neighborhoods relentlessly. https://images.squarespace-cdn.com/content/v1/625ea372efb30866190dfba3/a2cdfdca-ece1-4671-ac7a-bd4b94185e5a/iStock-1176233316-s.jpg About the Problem - Decades of research have established that noise is a significant public health hazard. We are determined to reduce the exposure of our communities to this hazard. According to the Chair of the American Public Health Association committee on noise: “The FAA’s common reference to noise as “an annoyance” trivializes its serious health impacts. No one affected by aviation noise refers to it as “an annoyance” but rather uses words like “assault” and “torture.” The impacts they describe are consistent with what has been reported in the scientific literature and include deteriorating mental and physical health, anxiety, depression, anger, exhaustion, fear, disrupted sleep, work, concentration, and communication.” The FAA’s NextGen area navigation system, introduced to promote air traffic safety and efficiency, has exacerbated the known health risks of aircraft noise by highly concentrating it. The known health risks from chronic noise exposure include “cardiovascular disease, cerebrovascular disease, metabolic disturbances, exacerbation of psychological disorders, and premature death.” (APHA, 2022). https://images.squarespace-cdn.com/content/v1/625ea372efb30866190dfba3/6e523912-f9a5-46c4-9837-a37686adba04/i_insider_com-5c3cb940630d9b7b3d094646.jpg About the Problem - DCA has many unique features that have implications for addressing the noise problem: Aircraft perpetually arrive and depart over the same communities 365 days per year with no days of relief or respite. Communities under the flight paths receive noise and tailpipe emissions from over 400 flights per day, ~12,000 aircraft per month. DCA has evolved into a national, commercial hub airport despite being located in the middle of a densely populated, major metropolitan area. The airport was not intended for this much traffic – it was planned to be a regional airport. More on DCA’s unique history here. Nighttime flights have increased significantly and seriously disrupt the health of underlying communities, but federal law prohibits DCA (and all airports) from having a nighttime curfew. The consultant was needed to assist the DCA Community Working Group to develop viable noise mitigation proposals. Viable solutions must avoid simply moving and concentrating the noise over other communities and must comply with highly technical FAA and air traffic control criteria. In 2019, Montgomery County, MD and Arlington County, VA entered into a joint contract with an aviation consultant, Vianair Consulting (formerly ABCx2). In July 2021, the CWG approved the first recommendation developed with the consultant. Communities are waiting for the FAA’s response.
